OAR Jefferson provides safe, evidence-based, and cost-effective alternatives to incarceration in Central Virginia. Serving nine jurisdictions across five counties, OAR’s multiple programs include pretrial services through reentry assistance primarily to individuals released from jails and struggling with self-sufficiency.


A grant from the William R. Kenan, Jr. Charitable Trust provides OAR with assistance around two goals. The first is to increase the number of individuals participating in the pre-release to post-release transition programs, increase engagement with long term case management, and expand the number of clients reaching self-sufficiency and employment goals. Funds from the Trust have also helped OAR implement a bonus structure to increase job retention and longevity, attract applicants for available positions, and boost employee satisfaction.

A continued challenge is the cost of and availability of affordable housing options in Charlottesville. As the urban center of the region, the city is the fifth most densely populated jurisdiction in Virginia, and median home prices hover around $400,000. This challenge impacts both OAR staff and clients in their efforts toward establishing and succeeding in the community. Funding from the William R. Kenan, Jr. Charitable Trust has provided new pathways and opportunities for clients that did not previously exist, such as emergency, short-term, and long-term housing.
